Nigeria is moving into a new phase of its digital transformation. The Federal Government’s National Digital Cloud Policy is not simply about where the government stores its data or which cloud provider an organisation chooses. It signals a broader shift towards building the infrastructure, governance and systems required for a more digitally capable Nigeria.
And that matters far beyond the IT department.
For years, organisations have treated infrastructure as something they need to own and maintain themselves: data centres, servers, storage and software infrastructure.
Cloud changes that model. Instead of every organisation building and maintaining its own infrastructure, computing resources can increasingly be accessed as shared, scalable services.
Nigeria’s policy takes this further by establishing a Cloud First approach for Federal Public Institutions and creating a framework around shared infrastructure, cloud procurement, security, data governance and sovereignty.
The goal is not simply to put government systems “in the cloud.” It is to make the underlying infrastructure more efficient, resilient and capable of supporting digital government. And that distinction matters because moving to the cloud does not fix a broken system
Imagine moving a paper-based approval process onto a cloud platform. It is now digital but it is still slow.
Or imagine moving several disconnected government databases into the cloud without making them interoperable. The infrastructure has changed but the system has not.
This is one of the biggest misconceptions surrounding digital transformation: that adopting new technology automatically creates transformation. It doesn’t.
Technology can modernise infrastructure without modernising the way an organisation works. The real value comes when infrastructure, data, processes and applications are designed to work together.
What This Means for Government
For government institutions, the policy creates an opportunity to rethink how digital services are built and managed. Shared cloud infrastructure can reduce duplication, improve resource utilisation and ease the burden of independently maintaining infrastructure across institutions.
But achieving those benefits requires more than migrating applications. Government institutions will need to ask:
1. Which systems are critical?
2. What data does each institution hold?
3. How should that data be classified and protected?
4. Which systems need to communicate with each other?
5. What should be shared across government?
6. What should remain institution-specific?
7.How should legacy systems be integrated or replaced?
These are not simply cloud questions. They are systems, architecture and transformation questions.
And Businesses Should Be Paying Attention Too
Although the policy is primarily focused on Federal Public Institutions, businesses should not dismiss it as a government-only development. Cloud infrastructure increasingly underpins AI, analytics, automation and modern enterprise systems.
For businesses, the lesson is not necessarily “move everything to a Nigerian cloud.”
The better question is: Is our current infrastructure designed for the organisation we are trying to become?
That means considering data governance, security, integration, scalability, cloud costs and operational resilience before deciding where or how to migrate. A cloud strategy should support a broader digital transformation strategy, not exist in isolation.
The Bigger Opportunity
Nigeria’s cloud agenda is ultimately about more than servers. It is about creating the infrastructure that allows organisations, and the country itself, to operate more efficiently in a digital economy.
Cloud can provide the foundation but the real transformation happens when that foundation is connected to better systems, better data and better processes.
Because cloud is not the transformation. It is the infrastructure that makes transformation possible.
And whether the organisation is a government institution serving millions of citizens or a business trying to scale, the organisations that benefit most will be those that don’t simply adopt new technology, but redesign the systems around it.
